He made a sadly more prophetic statement on 28 June 1919:

One of the great factors on the next war will be aircraft obviously. The potentialities of aircraft attack on a large scale are almost incalculable, but it is clear that such attack, owing to its crushing moral effect on a nation, may impress public opinion to the point of disarming the Governments and thus becoming decisive.
